Panduan Drill dan Checklist; Man Overboard

  1. Release lifebuoy with light/smoke signal on same side man
    overboard, note ships position
  2. Call Master, inform Engine Room
  3. Sound Emergency alarm, sound three long blast on the whistle
  4. Place Main Engines on standby, engage hand steering, hoist “O”
    flag
  5. Post lookouts on Bridge and Focsle Head with binoculars
  6. Execute recovery manoeuvre, such as Williamson Turn
  7. Prepare rescue craft for launching, standby lifebuoy, heaving line
  8. Distribute portable GMDSS portable VHF radio to rescue craft
    crew
  9. Rig pilot ladder, scrambling net on leeward side
  10. Broadcast URGENCY message to ships in the vicinity

Panduan Drill dan Checklist; Enclosed Space Rescue

  1. Sound Emergency Alarm
  2. Proceed enclosed space, don SCBA with oxygen analyser
  3. Deploy stretcher, first aid kit, blocks and  tackle
  4. If in port contact local Fire Department/ambulance
  5. Determine number of person(s) trapped, enter enclosed space by at least 2 persons with SCBA, oxygen analyser, walkie-talkie and stretcher (Neil Robertson type)
  6. Render first aid and Cardio-pulmonary Resuscitation (CPR) if necessary. Consult Ship Captain’s Medical Guide

Panduan Drill dan Checklist; Oil  Spill – Pollution

  1. Sound Emergency Alarm
  2. Stop all transfer/bunkering operations, if caused by such,
    investigate root cause
  3. Deploy Shipboard Oil Pollution Emergency Plan (SOPEP)
    equipment
  4. Alert shore authorities if in port, refer to SOPEP attachment
    contact list
  5. If leakage from tank, transfer to other tanks or ashore
  6. If spilled on deck, contain spill, commence mop up. If spill into water consider using Oil Spill Dispersant with Fast Rescue Craft
  7. Take fire precautions, standby Fire Fighting equipment
  8. Send initial report to the Company and Shore authorities as per SOPEP 2.4 and MSEM

Panduan Drill dan Checklist; Fire

The below team actions are not base on Engine Room Fire. In the case of Fire in the Engine Room, the roles of Team 1 and Team 2 are reversed, but the Team names and members composition remains unchanged.

  1. Stop Engines, if at sea
  2. Sound Emergency Alarm
  3. Assess class of fire, extinguishing agent, method of attack, and deploy. Each Team to have at least one member donned with SCBA set
  4. Commence boundary cooling
  5. Close down ventilation, shut fire dampers, close watertight doors, all doors and skylights
    Remove combustible materials from vicinity
  6. Maintain VHF watch on Channel 16, and 13 if appropriate, call for shore assistance if in port
  7. Exhibit lights/shapes and make any appropriate sound signals Switch on deck lightings at night
  8. If releasing CO2 into E/R, do head count first
  9. Prepare Inmarsat C format for automatic distress transmission
  10. Broadcast DISTRESS ALERT and MESSAGE if the ship is in grave and imminent danger and immediate assistance is required, otherwise broadcast an URGENCY message to ships in the vicinity.

Panduan Drill dan Checklist; Bomb Threat

  1. Sound Emergency Alarm
  2. Refer to “Ship Security Procedure”
  3. Conduct Tool-box meeting with Team 1 and 2, describing details of threats and discuss search pattern
  4. Search Engine Room and all machinery spaces
  5. Search accommodation, store rooms, deck and cargo spaces, all remaining non-machinery spaces
  6. Contact Company, Charterer and Port Authority if in port
  7. Prepare Fire Fighting Equipment
  8. If suspicious package found or bomb identified, contact:
    – Company,
    – Charterer,
    – Port Authority, if in port,
    – Broadcast URGENCY message to ships in vicinity
    – If at sea, proceed to the nearest port and adhere to instructions from Port authority,
    – Activate Ship Security Alarm System (SSAS)
  9. Contain suspicious or identified bomb with sandbags if availably, or mattresses, and assemble all members farthest
  10. possible away from package, of ashore if in port.

Panduan Drill dan Checklist; Piracy, Terrorism

  1. Sound Emergency Alarm.
  2. Refer to “Ship Security Procedure” Take evasive action, zigzag course or increase speed.
  3. Sound whistle continuously, switch on deck lightings, train searchlights (if available) and Aldis lamps on attackers.
  4. Turn on fire hoses, direct at attackers with jets, cuts ropes of grappling hooks if used
    Use ship’s parachute rockets and hand flare against attackers.
  5. Lock all entrances to Accommodation and Engine Room except one for eventual crew retreat into accommodation.
  6. Once pirates boarded, retreat to the bridge, lock remaining door.
  7. Prepare Inmarsat C format for automatic distress transmission.
  8. Activate Ship Security Alarm System (SSAS).
  9. Broadcast DISTRESS ALERT and MESSAGE if the ship is in grave and imminent danger and immediate assistance is required, otherwise broadcast an URGENCY message to ships in the vicinity. noltime.com
  10. If attackers armed and imminent threat to lives, surrender and give in to their demands.
